RUDA was tasked with flood management, building protective embankments, developing a 27–30 km lake with a barrage, and establishing commercial zones with high-rises, malls, and modern infrastructure. Developers working under RUDA were expected to align with this master plan, and land in the designated zones was classified as brown (developable) instead of green (reserved for agriculture or forest).
Land Ownership and Acquisition
Aleem Khan clarified that the land for Park View City Lahore was acquired entirely through private transactions with local landowners. He emphasized that no state-owned or government land is part of the project and that the entire society is built on privately purchased land.
All development has proceeded with proper approvals and fee payments, including charges collected by RUDA from members for utilities and infrastructure. However, as of now, major development commitments such as embankments, roads, and the lake remain incomplete on RUDA’s side.
